2:217 ... persecution is worse than killing ...
وَالْ فِتْن َةُ أَكْب َرُ مِنَ الْقَ تْلِ
Fitna can mean oppression, persecution, seduction - all implying the "discord" that attachment with ghayrallah (other-than-Allah) brings about. It is used as in verse 217 of this surah - war is detestable but fitna is worse than slaughter. Islam promotes peace, order and harmony in the human society and keeps man on the right path.

1. To oppress or harass with ill-treatment, especially because of race, religion, gender, sexual orientation, or beliefs.
2. To annoy persistently; bother.

And slay them wherever ye find them, and drive them out of the places whence they drove you out, for persecution is worse than slaughter. And fight not with them at the Inviolable Place of Worship until they first attack you there, but if they attack you (there) then slay them. Such is the reward of disbelievers.
يَسْأ َلُون َكَ عَنِ الشَّ هْرِ الْحَ رَامِ قِتَا لٍ فِيهِ قُلْ قِتَا لٌ فِيهِ كَبِي رٌ وَصَد ٌّ عَن سَبِي لِ اللّه ِ وَكُف ْرٌ بِهِ وَالْ مَسْج ِدِ الْحَ رَامِ وَإِخ ْرَاج ُ أَهْل ِهِ مِنْه ُ أَكْب َرُ عِندَ اللّه ِ وَالْ فِتْن َةُ أَكْب َرُ مِنَ الْقَ تْلِ وَلاَ يَزَا لُونَ يُقَا تِلُو نَكُم ْ حَتَّ ىَ يَرُد ُّوكُ مْ عَن دِينِ كُمْ إِنِ اسْتَ طَاعُ واْ وَمَن يَرْت َدِدْ مِنكُ مْ عَن دِينِ هِ فَيَم ُتْ وَهُو َ كَافِ رٌ فَأُو ْلَـئ ِكَ حَبِط َتْ أَعْم َالُه ُمْ فِي الدُّ نْيَا وَالآ خِرَة ِ وَأُو ْلَـئ ِكَ أَصْح َابُ النَّ ارِ هُمْ فِيهَ ا خَالِ دُونَ {217}
[ 2:217 They question thee (O Muhammad) with regard to warfare in the sacred month. Say: Warfare therein is a great (transgression), but to turn (men) from the way of Allah, and to disbelieve in Him and in the Inviolable Place of Worship, and to expel His people thence, is a greater with Allah; for persecution is worse than killing. And they will not cease from fighting against you till they have made you renegades from your religion, if they can. And whoso becometh a renegade and dieth in his disbelief: such are they whose works have fallen both in the world and the Hereafter. Such are rightful owners of the Fire: they will abide therein.
