We need the speaker's ruling on the following matters:

1) Is Foxglove the official deputy speaker ? She enjoys the confidence of a number of representatives.

2) We have reached an impasse constitutionally. The electoral conditions are virtually impossible to fulfill as several of the parliamentarians are not responding.

I suggest that honorable speaker amend the rules and seek approval of the quorum not the whole house.
