The projects are plagues with ineptitude. the work suffers under delusions of grandeur on the part of those who dreamed them up, and altering methodology once on the ground is nearly impossible.
there is a book called "lords of poverty" which discuses all this in detail, i recomend it highly. It dissects failures, and the situations that lead to them, in well intentioned and well meaning projects that served as nothing more than an outlet for western countries to relieve some of the feelings of pity they had towards the helpless undevelped world.
Africas problems can be solved, but not by maintainance of the status quo that lead to all these problems in the first place. The support of piss poor governments and their useless beurocracies will serve nothing. African reality must be understood in African context, the artificial borders, periliously bad governemnts, and ungainly beurocracies which where created with the understanding that it would make domination of these lands easier do not help the people in the lands.
African needs a new way of doing things, an African way. Built within their own cultural and historical reality. And when this happens, Africa will return to it's glory. not before.
The same goes to the Muslim world. Arab or not.
