Simpleton from the Laity asks True or False

I am trying to grapple with the concept of culpability as applied to responsibility of citizens in a democracy I have this question ? hope some of you can help me out - I get that its in a way it may be a nonstarter and just plain silly ? but this is where I am at ..

True or False:
Are the citizens of a democracy ultimately responsible for the actions of their elected officials?

The Catch 22 Notwithstanding : I thought of looking at it through the lens of representation by taxation

peace -- good point about it being moral and not a 'punishable' offense -- thanks for your input
peace out

I think there is limited culpability there - I wouldnt deem it absolute in any way.

Ultimately, every one has to bear his/her own burden. But in the above example I would say that the citizens bear moral responsibility, but this should not be a punishable offense.
