Doctrine of Course of Change
?Yes in the past we did some wrong things because of our innocence or out of inadvertence but now that?s all over ? lets not waste any time on this boring stale stuff which incidentally we suppressed and denied while it was happening but must now be effaced from history as we march forward to a glorious future and if you look it is literally every two or three years that the doctrine is invoked there is a qualification we are permitted to in fact required to recall with great horror the misdeeds of official enemies and we are also required to admire with awe our own magnificent achievements in the past in both categories relying in no small measure self serving reconstructions which quickly collapse if you follow the path of paying attention to the facts but fortunately that dangerous course is exclude by the convenient Doctrine of Change of Course which blocks any such heresies?

?Democracy promotion has always been proclaimed as a guiding vision but it isn?t even controversial that the United States regularly over threw democratic governments often installing or supporting brutal tyrannies Iran Guatemala Brazil Chile long list of others? (Chomsky. 2005)
?What is astonishing and revealing and important for the future is that this display of total hatred for democracy went side by side with a chorus of self adulation about our yearning for democracy. To be able to carry that off is a very impressive achievement not only of the media but of educated intellectuals generally? (Chomsky. 2005)
?The White House sent PR specialist Karen Hughes to the Middle East to explain to those backward people that they don?t understand Washington?s dedication to their welfare and their freedom ?her exercise in public diplomacy didn?t work out so well and the New York Times explained why, ? Hughes kept to concise sound bites rather than sustained arguments ? in the US that works, the sound bites from the President are amplified by the media and if that fails to work money can be poured into saturation advertising. By contrast in the lively and percussive environment of this region sound bites media saturation advertising don?t seem to work. . These back ward people in other words think that sustained arguments and lively discussion are components of democracy. So our task of democracy promotion is going to be difficult. Its important to stress that such reports are apparently not intended with any irony at least I cant detect any. It seems that the deterioration of American Democracy is not only recognized but lauded. ?In his 2004 book Caruthers predicted with regret that Washington?s Iraq policies would extend the Strong Line of Continuity they will he wrote exhibit similar contradictions between stated principles and political reality. Those predictions were being fulfilled as his book went to press the Occupation Authorities worked deciduously to advert the threat of democracy but they were compelled with great reluctance to abandon their own plans to impose a constitution and prevent elections ?very few observers would disagree ? that the reason the elections took place was the insistence of the Grand Ayatollah Allah Ali al-Sistani who vetoed three schemes by the US lead Occupation Authorities to shelve or dilute elections? ?But Marketing is a form of Manipulation and Deceit ? its an effort to create artificial wants to control the way people look and think about things a lot of that marketing is straight propaganda advertising and incidentally most of it is tax free or a lot of it is tax free which means the way our system works is you pay for the privilege of being propagandized of having all these things dumped on you ? those are not small figures its a trillion dollars in 1992 ? and yes when you have that much of a commitment to controlling minds and manipulating desires and doing all the things they talk about in the public relations literature and the social science literature cause this is all standard academic thought too ?when you have those stakes you are going to work hard and its going to be hard to fight against that is what makes organizing tough ? you have to break through a lot of psychic resistance? The Public Relations industry that developed in America in the 1920?s is the tool that is employed to serve the purpose of control of the public mind ? the idea to control the public mind. This was already recognized by David Hume and the Enlightenment where it was already recognized and during the stirrings of democratic revolution in 17th Century England where there was already a concern that we are not going to be able to control people by force and we therefore have to control them by the means controlling what they think what they feel their attitudes ? their attitudes towards one another all sorts of mechanisms of control are going to have to be devised which will be replaced by the efficient use of force and violence which was available to a greater extent earlier on? The leading figure of the Public Relations industry ? Edward Bernize who wrote the standard Manual for the Public Relations industry in the 1920?s titled Propaganda ?he opens by pointing out that the conscious manipulation of the organized habits and opinions of the masses is the central feature of a democratic society ? it?s the essence of democracy ?and we have the means to carry this out now we have the means to regiment peoples minds as efficiently as the armies regiments their bodies and we must do this (Chomsky 1997)
?Among the most prominent Thomas Caruthers finds a Strong Line of Continuity running through all Administrations in the post cold war era including Bush II ? namely democracy is promoted by the United States if and only if it conforms to security and economic interests ? he writes, where influence was the least that is in the southern cone of Latin America progress towards democracy was greatest despite Regan?s attempting to impede it by embracing Right Wing Dictators where influence was strongest in regions nearby progress was least and Caruthers explains the reason. Namely Washington would tolerate only limited top down forms of democratic change that did not risk upsetting the traditional structures of power with which the United States has long been allied in quite undemocratic societies ?.None the dedication to the principles is unquestionable and we must believe that Bush II is dedicated to his Messianic Vision of creating a sovereign Iraq bringing democracy everywhere?. The more honest scholars and even participants in the so called democracy enhancement programs recognize that the US was willing to establish democracy or at least tolerate it but only top down forms of democracy in which traditional elites linked to the United States retained
power
whatever the democratic forms ?
and that holds internally to the United States as well ?
such a conception of democracy is not only permitted but preferred?
Among the plans they have already implemented are imposing extremely harsh neo-liberal economic program which effectively hands the entire economy over to foreign investors and banks and local collaborators ? it?s certain that no sovereign country would ever accept such a regime. (Chomsky 2005)
